Think-aloud interviews with 16 peer reviewers evaluating grant applications reveal five recurring dilemmas, from whether to accept a review invitation to how much weight to give institutional prestige, resolved idiosyncratically according to each reviewer’s values rather than shared rules, with implications for how funders design and support the peer-review process.
